New York Gov. Cuomo rips Senate leader Mitch McConnell's 'really dumb' suggestion to let states declare bankruptcy

McConnell, who leads the Senate GOP, had said on a radio show that he supports allowing states to declare bankruptcy rather than get federal money to cover budget shortfalls caused by the coronavirus.
